to manchester road. kron four's jeff bush is in san leandro with the latest on clean-up efforts. local residents say that this water main broke was the same location eight years ago and cost the same damage. this water, on this section of the roadway, was too high. and the good news is that the east bay was able to get on the scene, quickly. and there was water main break escaping. and the fact that this roadway is not used that often. mainly at night and never able to get to the problem. also, there has been a low or impact to drivers. jeff bush, kron 4 news. friends and family were back out on the streets of hayward today, passing out flyers for a missing teen. 13 year old delicia moreno was last seen thursday morning at the burbank elementary school where she was dropping off her younger sister.as she does every day. alameda county sheriff's officials believe moreno ran away with 22 year old rubin polanco. but delicia's mother believes polcanco abducted her daughter and may try to leave the country with her. delicia's mother says the sheriff's department is not doing enough to find her daught

dudes, jessica. there's a lot of egs simt here tonight. contest director jeff clark says the big wave contest is a go for sunday. he has been watching a storm for a couple of days now. he said it started 3,000 males away and by the time the swell arrives at maverick this weekend, powerful waves will be in the 30-foot range. he says 24 surfers from around the world will compete. they are booking flights right now. clark says this is the most notice contestants have ever had. he expects conditions to be ideal sunday for an 8:00 a.m. start. >> this one, given the high pressure that's sitting on us and long-range storm that has -- is going to give us the waves we need saturday/sunday, we're going to be able to pull this thing off and fantastic weather. >> the last surf contest was held in 2010. waves that year were as high as 60 feet. waves surged into the crowd during high tide. this year the beach and the bluffs will be closed and patrolled to prevent injuries. spectators are being encouraged to pay for the festival behind the hotel where all the action will be broadcast on big screens

there's the potential for black ice on the road. we bring in our chief meteorologist jeff ranieri who has been tracking the cold and i know you keep saying this. the key to this is layers. >> yes, layer up. three to four 0 of them the next couple of mornings. our latest storm system is arriving. not too much moisture back behind it but major cold air will drop temperatures over the next two days anywhere from about 0 to 25 degrees. even tracking some slick conditions. throughout oakland, down the peninsula, spotty showers that will make it down throughout san jose. there's not going to be a whole lot of moisture left but we are looking at snow levels dropping to 1,000 feet. you are at the greatest risk. a dusting expected, even some black ice if you're traveling throughout the east bay and the north bay. if you're heading south to the coastline, a rare and unusual coastal snow advisory at least in our viewing area. you can seep the snow advisory in effect for 1,500 feet. 1 to 3 inches of snow. if you thought it was cold today and by friday morning a freeze warning already in effect wh

rates are starting to go up a little bit. as we bring in jeff saunders, that may be what forces washington to act at some point. it may also affect the stock market. why do you think about the movement we have seen or macy and interest rates. >> you have to turn your guy back up. it does not sound like much, the move has broken the index. it looks like the yield lows are in. at least to me. connell: i have a follow-up. go ahead. >> interest rates can go up and stocks can go up with them as long as interest rates are going up for the right reason. connell: that is the thing. the economy is actually getting stronger. the jobs report today, maybe it leads to that or signals to that to some degree. we are not getting terribly excited about any of these numbers. stop buying bonds, they stop the stimulus and then what? >> i do not know if rates shoot up. i think you get a gradual move up in interest rates. i think that would cause a migration into u.s. equities. connell: 18 to 24 months, it is difficult to predict these things. >> everyone is piled into bond funds. they cannot possibl

or misspend. yes, san jose is dry now. that's about to change. jeff ranieri joins us with a preview of the weekend forecast. at first we thought it was one day of rain, jeff. now more? >> mother nature is going to drag her feet. it looks like it will be lingering over both days of your weekend but not expecting widespread rainfall saturday and sunday. no rainfall inside on the doppler radar. we move offshore and you can see a decent trough of moisture in the pacific. it's right now about 558 miles away. some of the moisture that will be affecting us. on the water vapor imagery, in the mid levels of the atmosphere, that zone of green, some of the heaviest water content, heading up to canada, washington and oregon. for us you can see a lot less when it comes to the water content so it's going to bring us rainfall but it's not going to be as strong as the storms we had in december. that's some good news because the ground is so saturated. looking at a quarter to a half inch as we head throughout as early as saturday afternoon. so take that umbrella and also your jacket as you head out

is it going to be? we bring in chief meteorologist jeff ranieri now with more from the weather center. jeff? >> we are tracking this next system. a little bit of good news when it comes to this storm. the last thing we need is any kind of rainfall across the peninsula. this will be a coastal storm moving from the north to the south. it's going to take that dryer storm track. and we're going to be spared from some of the strongest wind and also rain as that gets closer. look for a mix of sun, clouds, and also showers. what were all the bay area flood concern looks to be on the low side as we head throughout the next seven days. that even includes the peninsula, right where we had some of that major flooding in three different areas near the highway 101 corridor. in particular for the creek, maybe rising 2 to 4 feet. it's going to stay well at a flood stage which is some 16 feet. we'll get some water rise, but not close to what we've had over the past couple of storms. >> thank you, jeff. and don't forget for the latest weather conditions in your community and for a look at the forecast, all
